Intelligence services have certain limitations in serving the objective of awareness. Head of the Foreign Intelligence Service (FIS) of Armenia, Kristinne Grigoryan, stated this in her address at the Comprehensive Security & Resilience International Conference – 2025 that kicked off Monday in Armenia’s capital, Yerevan, and referring to the fact that the document publicized by the FIS notes that Armenia is subject to hybrid attacks, but does not mention the names of respective individuals, organizations, and countries.
“In my personal opinion, it is written quite transparently, and there are not many ambiguities there. I should also say that this personal opinion and preference was limited by the nature of the service because, traditionally and under normal conditions, intelligence services do not reveal their main targets, do not detail them, but quietly work in that direction. It is also a guarantee of ensuring our effectiveness,” said Grigoryan.
“There is no single state that has a single source of hybrid threats posed to it, or perceived by the state. It is simply impossible for such a thing to happen, and Armenia is no exception here, too. The sources of our hybrid risk or hybrid threats have different geographies, and, naturally, the history of conflict and cold relations has its certain influence; this cannot and is impossible to be denied. But the task of our service is to keep our ‘radars’ open so that we can see all those risks or sources much earlier and correctly identify them. Օur cooperation with partner states and services at the international level is also part of our toolkit,” added, in particular, the head of the Foreign Intelligence Service of Armenia.
