European leaders arrived in Brussels for a special summit to discuss tensions between the West and Russia over Ukraine on Thursday (February 17).
The 27 heads of state and government had been due in the EU capital for a long-planned summit with leaders from the African Union but brought the meeting forward due to the crisis on the bloc's east.
