Events since the signing of the November 9, 2020 statement show that it is very important to have a guarantor or guarantors of the agreement in addition to the contracting parties. Armenia’s Prime Minister Nikol Pashinyan said this while answering the questions of the Public Television Company.
“We keep saying peace treaty. If there are no guarantors, moreover those guarantors must be powerful forces, it is theoretically and practically possible to sign a peace treaty, and after that, let's say, 12 hours later, a war can begin. This is not an exaggeration at all. We saw the same thing on September 13.
In the statement of November 26 of last year, we noted that we took steps to increase border security and take the matter to the formation of delimitation commissions. We said, let's create these mechanisms, as if the understanding was that this commission should also guarantee border security with some mechanisms, but this did not happen in practice, and we had a new escalation. This makes us think that we need a very strong institution of international guarantees and guarantors, otherwise the peace treaty will become just a piece of paper that will have no value,” said Pashinyan.
