The work of the Council, plenary sessions and the Permanent Commissions of the CIS Inter-Parliamentary Assembly (IPA CIS) continued in Saint Petersburg, where the delegation led by the RA NA Vice President Hakob Arshakyan participated.
On May 22, the IPA CIS 60th Plenary Session, during which the delegations of the member states discussed and approved a number of draft model legal acts. The RA NA Vice President Hakob Arshakyan also gave a speech at the plenary session.
The NA Vice President touched upon regional developments, noting that the Washington Declaration adopted on August 8, 2025, signed by the leaders of Armenia and Azerbaijan, with the participation of the U.S. President, has opened a new stage in the process of establishing peace and developing regional cooperation in the South Caucasus.
According to him, the declaration reaffirmed the parties’ commitment to the fundamental principles of the UN Charter and the Alma-Ata Declaration, including mutual recognition of independence, sovereignty, territorial integrity and inviolability of borders, as well as the exclusion of the use of force and hostility towards each other.
“Today, the practical results of the peace process are already visible: people are no longer dying on the border, which is an important basis for strengthening stability, predictability and mutual trust in the region,” Hakob Arshakyan noted.
The RA NA Vice President also highlighted the agreements reached on the unblocking of transport communications, emphasizing that the Washington Declaration also initiated the TRIPP transport communication project, which will be implemented in Armenia with full respect for the principles of territorial integrity, sovereignty and jurisdiction.
According to Hakob Arshakyan, the full opening of communications and the promotion of the Crossroads of Peace initiative create new opportunities for the expansion of regional trade, diversification of transit routes, promotion of investments, as well as the development of the logistics, industrial and tourism sectors.
“These initiatives are designed to ensure mutual economic benefits for all countries in the region and to form a new environment of cooperation based on peace and mutual respect,” he underscored.
Hakob Arshakyan thanked the partner countries, including the CIS member states, for their support to the initiatives and reaffirmed the readiness of Armenia to continue advancing the agenda of peace and regional cooperation.
