There has been a prevailing mindset that we are always petitioning, asking for help—requesting the adoption of resolutions, issuing calls, sending missions—and there is nothing wrong with that. For instance, the EU Monitoring Mission in Armenia greatly assisted us during an extremely critical and severe situation for our state in the fall of 2022, and we are grateful for that. Arman Yeghoyan, Chair of the NA Standing Committee on European Integration and co-rapporteur, stated this at the National Assembly’s extraordinary session on November 28, addressing the draft law 'On Ratifying the Agreement between the Republic of Armenia and the European Union on Establishing the Framework for the Participation of the Republic of Armenia in the European Union Crisis Management Operations'.
“We must express that gratitude not only in words but also in deeds. Now, to some extent, beyond expressing gratitude, within the context of developing our state’s institutional capacities, we are already expressing a desire to deepen cooperation by participating ourselves in missions carried out by them in other countries—meaning that when other states invite EU missions to their territory, they will also see Armenian participants, see that Armenia is also supplying or providing certain security-related measures.
I believe this is only positive and speaks solely to the unprecedented deepening of our relations with the European Union.
I would like to remind that Armenia is not even an EU membership candidate yet, does not even have an Association Agreement, but our relations are so deep that we can already participate in their external security and defense missions in third countries,” he said.
