If there was trust, and we were confident, there would be no need to sign a document, we would speak orally, shake hands, and make it successful. This was stated by the Prime Minister of the Republic of Armenia Nikol Pashinyan in the National Assembly, answering the question of Garnik Danielyan, a deputy of the 'Hayastan' (Armenia) faction.
"The document was signed because there is no trust. Why does it seem to you that only statements are made in Armenia that are pleasing to the ears of Azerbaijan, why does it seem to you that only terms are used in the Republic of Armenia by which Azerbaijan does not consider that the Republic of Armenia or specific citizens or forces of the Republic of Armenia are violating the agreement. That is precisely why the document was written, so that whenever we try to interpret what it means, this document is for that," Pashinyan noted.
