In response to an inquiry from Lurer, the Ministry of Foreign Affairs of Armenia reported that on September 1, a letter was received from the OSCE Chairperson-in-Office, the Foreign Minister of Finland, confirming that the silence procedure required for the adoption of the decision on dissolving the OSCE Minsk Group process and its related structures had not been broken by any OSCE participating States. Therefore, the decision is considered adopted as of September 1.
It should be recalled that, during a meeting in Washington, the Foreign Ministers of Armenia and Azerbaijan signed a joint appeal addressed to the OSCE, calling for the dissolution of the OSCE Minsk Group.
