Such territories exist mutually, particularly in Armenia’s Tavush Province, as well as in other provinces. Prime Minister Nikol Pashinyan stated this at the press briefing after Thursday’s Cabinet meeting of the Armenian government and regarding the remark that he himself had said that there are territories in Azerbaijan and Armenia that should be returned to the other side.
“As for the topics of exclaves, enclaves, in the previous briefing and press conference, I have touched upon that topic in detail, and it is also an issue that needs to be addressed. Even with a great wish, I and the government of Armenia and any government of Armenia cannot abandon the issue of exclaves, enclaves because we have Artsvashen [village]. And Artsvashen, as part of the sovereign territory of the Republic of Armenia, we cannot abandon,” Pashinyan said.
“As for your emphasis that they are sovereign territories, all territories are sovereign, and the Almaty Declaration of 1991 states that, in essence, the meaning is that Soviet Armenia, with its entire administrative territory and borders, becomes independent Armenia, and Soviet Azerbaijan, with its administrative borders, becomes independent Azerbaijan. That is, the arrangement, which was first recorded on October 6, 2022 in Prague, is this. And we are on the path of its institutionalization and will continue on that path,” Pashinyan noted.
“I have recorded that peace has been established between Armenia and Azerbaijan, and that peace needs institutionalization. And, of course, there is no doubt that I, our government, will resolutely and consistently pursue the institutionalization of that peace. We will bring our ‘ship’ conventionally speaking to a peaceful haven. We have already brought it to a peaceful haven, now it is necessary that these piers be more reliable, be more stable, and, ultimately, be built. Peace is irreversible now, and I consider this to be the personal mission of our government and mine,” the Armenian PM emphasized.
