Citizens who suffered material losses as a result of the 44-day war will receive financial state support in Artsakh (Nagorno-Karabakh). It refers to those who have public and industrial buildings, cars and trucks, construction and agricultural machinery, material assets, dairy and meat animals, bee colonies, orchards, and vineyards.
“In case of complete loss of public buildings of industrial significance, the damage is estimated at the cadastral value, and in case of partial loss - at 50% of the cadastral value. However, the amount of support is estimated at a positive difference from the amount of damage and the amount of support under the related program, but not more than AMD 100 million (over $200,800),” says Marat Hasratyan, Deputy Chairman of the Artsakh Cadaster and State Property Management Committee.
The cadastral value of a building or structure is much smaller than its market price. The President of Artsakh stated at the consultation conveyed for it and instructed to set a coefficient.
“You have two days to set a coefficient, that is, a cadastral value of three to four times, because the cadastral value is very low,” President of Artsakh Arayik Harutyunyan stated.
The working groups of the State Commission for Damage Assessment have been receiving documents from the project beneficiaries in Stepanakert and Yerevan since June 1. The service center receives about 100 applications a day.
“We have a lot of citizens who are in Armenia at the moment. That is why there is such a group operating in Armenia, which performs the same functions. It is located at 11/1 Vardanants Street, Yerevan,” says Armen Hayrapetyan, Head of the Working Group.
Anna Gabrielyan, a law student, is an employee of the service center. She says that it is not an easy task, because they are dealing with displaced citizens and those who suffered losses. They try to help people collect documents easily.
“It takes a lot of time for explanatory work, that is, what references should be submitted, where from. Since we are mostly visited by elderly citizens, there are some problems in the field of clarification of references, what reference is provided by a state or non-state institution,” says Anna Gabrielyan, member of the working group.
The Artsakh government will allocate AMD 2 million (over $4000) for a 1-hectare orchard under 3 years old; and AMD 3 million (over $6000) for a 3-year-old and above. AMD 2.5 million (over $5000) of state support has been established for a 3-year-old vineyard, AMD 3.5 million ($7000) for 1 hectare of vineyard which is 3 years old and above. In the case of animals and beehives, the numbers are averaged.
“One large cattle – AMD 300 thousand (over $600), one small cattle – AMD 40 thousand (over $80). This program also includes bee colonies. The amount of support for one bee family is set at AMD 50 thousand (over $100),” Marat Hasratyan says.
Assessment of vehicles lost or damaged as a result of the war will be performed by a licensed organization.
