Major-General Vitaly Balasanyan is Artsakh hero: starting from 2005 he has acted as NKR MP. According to another decree sigend by the President, Victor Kocharyan has been appointed as Deputy Secretary to Security Council, being released from the post of Secretary to Security Council of NKR.
