Iran has proposed a three-stage negotiation formula to the United States aimed at de-escalating the conflict. According to Al Mayadeen, Tehran insists on a strict sequence of steps.
The first stage is a complete cessation of hostilities and the obtaining of legal security guarantees for Iran and Lebanon. Only after this can the process move to the next stage.
The second stage includes discussions on the Strait of Hormuz, in coordination with Oman.
The third stage involves negotiations over Iran’s nuclear program.
However, Tehran has adopted a firm position: discussions on the nuclear issue are possible only after the implementation of the first two conditions, including security guarantees and agreements on the strait.
