Most of the technical deficiencies that led the EU to ban airlines registered in Armenia from its airspace in 2020 have been addressed and resolved, the Armenian civil aviation authority told Armenpress.
Airlines registered in Armenia have been included on the European Union's "blacklist" since June 2020, which restricts Armenian air carriers from entering EU airspace. The EU’s executive body blacklisted them after assessing the country’s “safety oversight capabilities.” In March 2025, Armenian authorities announced that 41 deficiencies identified during an audit conducted by the International Civil Aviation Organization (ICAO) had been addressed, and that an official application regarding the completed work had already been submitted to the European Union to lift the ban.
EU Commissioner for Enlargement Marta Kos spoke about the issue on Monday in Brussels. She said “there are some things that Armenia has to do” based on a more recent evaluation. Commissioner Kos stressed that the airlines registered in Armenia remain blacklisted by the EU due to a technical—rather than political—issue.
Armenpress asked the Civil Aviation Committee of Armenia to comment.
"At the beginning of September, the EU carried out an evaluation visit to Armenia. The shortcomings recorded during the visit were exclusively technical in nature and have no direct impact on flight safety. During the visit, the team also inspected two Armenian airlines, where certain issues were identified as well—again technical and not affecting flight safety. Moreover, these issues have since been resolved by the airlines. Two weeks ago, the Civil Aviation Committee of Armenia presented in Brussels, in considerable detail, all the work it has carried out. We can say that all major shortcomings have been addressed, while those matters that require long-term work are naturally in progress. Additionally, the plan of corrective actions had been sent to our EU partners in advance, and it was also discussed during the meeting in Brussels," the Committee said in response to a query by Armenpress.
