On July 5, President of the Republic of Armenia Vahagn Khachaturyan participated in a solemn event marking the 30th anniversary of the Constitution of the Republic of Armenia and the Day of State Symbols.
During the event, he delivered a congratulatory message.
In his speech, the President emphasized the significance of the Constitution in establishing Armenian statehood, developing the legal system, and forming democratic institutions.
“A constitution can be strong only when it is in harmony with the country’s political culture, social life, historical memory, traditions, and public thinking. The deepest value of laws and norms becomes viable only when they reflect society’s real vision of a dignified and free life,” President Khachaturyan said.
He noted that the true power of the Constitution of the Republic of Armenia lies in its immutable articles, which clearly express the public consensus on the kind of country Armenians strive to build- an independent, sovereign, social, legal, and democratic state.
“The rule of law is the backbone of our state organization. Democracy and law are not opposing concepts, but rather complementary and mutually reinforcing foundations. The law becomes a primary and viable value in countries where democratic institutions are strong and where the democratic state is built on the basis of the rule of law. A healthy state structure is unimaginable without these core principles,” he stated.
President Khachaturyan stressed that the Constitution was written and exists precisely to serve the purpose of building such a state. At the same time, he added, the Constitution is not a collection of lifeless norms-it must be a living document, responsive to the demands of the time and capable of adapting to changes in public and state life.
“It is this quality that enables us to ensure the continuity of the Constitution while preserving its fundamental values,” the President said.
In conclusion, Vahagn Khachaturyan congratulated the public on the 30th anniversary of the Constitution, wishing peace, stability, and conscious citizenship as the main guarantees of the Constitution's viability.
