Armenia's Prime Minister Nikol Pashinyan said in his speech during the Government sitting that the Point 9 of the trilateral statement of November 9, 2020, is about unblocking transport and economic communications in the region. Only in that context is the transport communication between the western regions of Azerbaijan and the Autonomous Republic of Nakhijevan mentioned, Pashinyan said.
And that communication, according to Pashinyan, is part of the process of unblocking transport and economic connections in the region.
"This is also made clear by the trilateral statement of January 11, 2021, which is the detailed description , a document explaining the meaning of paragraph 9 of the trilateral statement of November 9, 2020.
Accordingly, it is necessary to record that the accusations against Armenia of violating point 9 of the statement of November 9, 2020 are completely groundless. On that point, Armenia has only one obligation to provide a transport connection between the western regions of Azerbaijan and the Autonomous Republic of Nakhijevan, and no specific route is mentioned in the announcement of November 9 or any other announcement.
The Republic of Armenia has always been ready and is ready to provide such communication, and for this purpose, the draft resolution of the Armenian government has been put into circulation on the creation of checkpoints on the Armenia-Azerbaijan border, and as a result of the adoption of this decision, Azerbaijan can receive communication via the roads of Armenia with Nakhijevan. That decision is not made for one reason only. Azerbaijan does not want that route", Pashinyan said.
According to Pashinyan, this means that Armenia completely fulfills its obligation and it is Azerbaijan that does not want to take advantage of the opportunity.
"Meanwhile, such refusal is completely incomprehensible. If Azerbaijan really wants peace and is ready for peace, as it declares, let's open those checkpoints, let's create an opportunity for people. It is clear that they will hesitate from the beginning, they will think twice from the beginning, but when they are convinced of the sincerity of their intentions, the citizens of both the Republic of Armenia and the Republic of Azerbaijan will definitely start taking advantage of this new opportunity to movement", Pashinyan said.
Regarding the construction of new roads, Pashinyan noted that the Republic of Armenia has no such obligation according to the trilateral statement of November 9, 2020.
"Point 9 of the declaration provides such an opportunity in case of agreement of the parties. And the Republic of Armenia is ready to agree on that. And there is no agreement for only one reason: Azerbaijan continues the aggressive rhetoric and actions contrary to the agreements reached and signed statements", Pashinyan said.
