Baku media coverage describes the borderline situation with Artsakh, mentioning there are ruined villages. Zangishal, Chemenli, Efetli…The situation about the first two villages is mentioned in Defense Army press release of April 28. There are military facilities located in those populated areas, which, according to the norms of customary international humanitarian law, are considered to be legitimate military target. In addition to the Defense Army, the Russian media which has been withdrawn from Azerbaijan, has also recorded this fact.
