With his return to the Cabinet, Levon Yolyan captured the entire cabinet’s attention. After welcoming the newly appointed minister, the Cabinet proceeded to its agenda. In additiom to Constitutional amendments, this week’s agenda includes discussion of Draft Electoral Code.
One of the nuances of the draft is that a Mayor will be elected through the Council of Aldermen Elections (Avagani). Instead of RA President, 3/5 of National Assembly will appoint members of the Central Electoral Commission. 54% of the members of National Assembly will be considered stable Parliamentary majority. The mechanism of Constituency formation also undergoes changes, by being reduced from 41 to 13.
