Ukrainian Foreign Minister Andrii Sybiha has stated that, at this stage, the signing of a direct agreement between Ukraine and Russia on ending the war is not under discussion.
“If we are talking about this specific 20-point framework, it is still a bilateral document to be signed by the United States and Ukraine, and by the United States and Russia. This framework is currently under discussion; negotiations are ongoing—it is a process,” the Ukrainian Foreign Minister said.
Kyiv’s European partners, whose signatures are not envisaged on the agreements, “are present in the peace process and in the agreements on security guarantees,” Sybiha clarified, adding that “for the first time, we are speaking concretely about the term ‘security guarantees,’ rather than ‘assurances’ or something similar.” He also confirmed that there will be no American peacekeepers stationed on Ukrainian territory, regardless of the outcome of the negotiations.
According to the head of Ukraine’s Foreign Ministry, two “sensitive issues” remain unresolved in the talks: territorial matters and the status of the Zaporizhzhia Nuclear Power Plant. To resolve them, Ukrainian President Volodymyr Zelenskyy is ready to meet personally with Kremlin leader Vladimir Putin, Sybiha emphasized.
