Problems periodically arise related to delimitation and demarcation. These contacts also made it possible to understand that the agreements and understandings formed within the framework of the regulation of August 31, 2024, remain relevant and assume that all issues must be resolved step by step, and that the difficult issues should be addressed at the final stage. This was stated by Armenia’s representative Samvel Meliksetyan during a press conference held after his return from Baku.
When asked which issues are considered difficult, Samvel Meliksetyan replied that, first of all, the issues concerning enclaves, triangles, and similar border-related problems, and these fully fit within the approaches and formulations that existed in the 2024 regulation and in the results of the delimitation of the 12.7 km section carried out before that.
“I think this is important, because it assumes and also follows from the response of the other side that if there are enclaves within Armenia’s territory, there is the issue of Artsvashen,” he said, once again noting that the difficult issues pertain to the final stage of the delimitation process.
Samvel Meliksetyan also noted that there are different solutions regarding the aforementioned topic, but all solutions assume a universal basis.
Another member of the Armenian delegation that visited Baku, Boris Navasardyan, added a clarification on the matter: “When we say that difficult issues are left for the end, it does not mean that if these difficult issues suddenly become easy, they cannot move forward. In other words, when a modus operandi is found regarding the enclaves, it is not excluded that this issue could advance and not be left for the very end.
At this moment there are no solutions yet, they are still being discussed, and for that reason, as a difficult issue, they should not be on the agenda. We have noted that if they are not on the agenda of the negotiation process, it is better not to voice them in the public sphere at all, because that may create a negative atmosphere around the entire delimitation process and hinder the resolution of other issues.”
