The author of the legislative initiative designing amendments and addenda to the law on Customs regulation is the Government. The Deputy Chairman of the RA State Revenue Committee Hamlet Sahakyan presented it for debate in the first reading at the NA sitting on September 30, Armenian Perliament’s press office reports.
According to the rapporteur, the development of the draft is conditioned by the necessity to introduce the Unified Account for Customs Payments electronic system, which is aimed at digitizing the procedures for recording and paying customs payment obligations, increasing the efficiency of revenue collection by the customs authorities and customs operations.
“With the introduction of the mentioned system, progress is expected in terms of saving time and resources spent by economic operators on customs formalities, managing risks of delays in their fulfillment due to the automation of customs payment obligations, increasing the volume of automatic releases, ensuring access to information on their funds and obligations for economic operators, ensuring the collectability of revenues by customs authorities, and a number of other issues,” the Deputy Chairman of the Committee underscored and added that today, obligations are recorded only by tax types. The amendments provide for recording according to tax types and customs declarations.
It was noted that under the current regulations, economic operators make payments to about 40 treasury accounts to repay liabilities, where problems arise in terms of incorrect transfers or commission fees. With the planned changes, a single account will operate, from which liabilities will be automatically repaid.
Hamlet Sahakyan informed that economic operators currently submit applications in paper form for the recovery of overpayments. After the adoption of the initiative, this process will also be carried out automatically, based on electronic applications.
The co-rapporteur, the member of the Standing Committee, the member of the Standing Committee on Economic Affairs Sergey Bagratyan voiced the endorsement of the Committee.
The MP emphasized the adoption of the draft and called on his colleagues to vote for it.
