At the extraordinary sitting convened on April 20, the NA Standing Committee on Protection of Human Rights and Public Affairs debated the annual report on the activities of the Human Rights Defender (HRD) of the Republic of Armenia, the state of protection of human rights and freedoms in 2025, and the activities of the Human Rights Defender of the Republic of Armenia as a national preventive mechanism in 2025.
The Human Rights Defender Anahit Manasyan informed that the number of applications and complaints addressed to the HRD has increased year by year. If in 2024 19,781 applications and complaints were received, both in written form and orally, then in 2025 they increased to 22,655.
In 2025, the employees of the HRD office carried out 333 visits, which is 71 more than the previous year. Special attention was paid to the problems of persons with disabilities. In particular, about 3 dozen visits were carried out to assess the accessibility of the physical environment. According to the HRD, this is an almost unprecedented phenomenon in the activities of the organization.
Anahit Manasyan noted that they also receive complaints regarding the activities of judicial power bodies, although they constantly inform that they do not have the authority to interfere in the activities of judicial bodies. Compared to 240 complaints received in this field in 2024, 382 complaints were received in 2025.
There has been an abrupt increase in complaints regarding the activities of certain organizations.
“In 2025, a very high indicator was recorded in terms of the implementation of the Human Rights Defender’s proposals by various state bodies,” then Anahit Manasyan emphasized and added that this figure amounted to 72 percent in 2025. According to her, 28 percent of their proposals were not implemented.
“The practice of using detention in Armenia remains very problematic, and in this regard, we are still recording numerous problems,” the Defender said and noted that from the perspective of this issue, the state definitely must apply very serious tools and mechanisms to solve the problem that has accumulated over the years.
According to her, some complaints were also referred to delays in court cases and the objectivity of the examination of cases.
Anahit Manasyan also presented a number of statistical data regarding the violations of labour rights. According to her, this sphere also needs serious reform. The sphere related to children’s rights also needs reform. Here, many of the complaints concerned children entering general education later than the deadline established by law. The HRD noted that if a child goes to school at the age of 7, he/she is immediately enrolled in the second grade. This, according to her, is a serious problem that needs to be resolved.
Anahit Manasyan also presented the problems referred to persons with disabilities, persons with mental health problems, persons deprived of their liberty, persons being illegally held in Azerbaijan, and forcibly displaced persons, and mentioned some statistical data.
