European Commission President Ursula von der Leyen and European Council President Antonio Costa said on Saturday that developments in Iran are "greatly concerning" and called on all parties to exercise maximum restraint.
"In close coordination with EU member states, we will take all necessary steps to ensure that EU citizens in the region can count on our full support," the two leaders said in a joint statement.
"We call on all parties to exercise maximum restraint, to protect civilians, and to fully respect international law," they added.
The United States and Israel launched strikes on Iran on Saturday, targeting its leadership and plunging the Middle East into a new conflict that President Donald Trump said would end a security threat to the United States and give Iranians a chance to topple their rulers.
Norway has stated that the strikes on Iran do not comply with international law.
Russia has demanded an immediate return to a political and diplomatic settlement of the situation around Iran.
“Russia is ready to support the search for peaceful solutions based on international law, mutual respect and a balance of interests,” the Russian Foreign Ministry said.
The Saudi Arabian Foreign Ministry has also condemned the violation of the sovereignty of Bahrain, Jordan, the United Arab Emirates and Qatar and warned of serious consequences.
