Secretary of the Security Council of Armenia, Armen Grigoryan, delivered a speech at an event dedicated to the 3rd anniversary of the EU Mission in Armenia (EUMA).
Below is the transcript of the speech, as published by the Office of the Security Council.
"Distinguished Mr. Ritter, esteemed ambassadors and diplomats, ladies and gentlemen.
It is truly a great honor to celebrate today, together with you, the third anniversary of the European Union Mission in Armenia. This important occasion is a moment of pride—not only for the achievements it has recorded but also for what it represents: the power of partnership, the value of dedication, and the promise of a brighter and safer future.
This anniversary is particularly meaningful because we celebrate it in a context of established peace. Today, peace is not merely an aspiration—it is a reality we live.
When the Mission arrived in Armenia, it had a clear goal: to contribute to peace and stability in our region. Today, we can see the results of that commitment. Peace is not only present at our borders; it manifests in greater predictability, reduced tensions, and confidence-building measures that have developed over time between Armenia and Azerbaijan.
The Washington Summit on August 8 was a historic turning point. It opened a new chapter of cooperation and understanding between Armenia and Azerbaijan. Since then, Azerbaijan has lifted restrictions on goods transiting to and from Armenia. Both Armenia and Azerbaijan have initiated mutual visits by civil society. Today, the third meeting of civil society takes place in Armenia, becoming a symbol of dialogue and increased engagement.
Recently, four Armenians were released, bringing relief to families and strengthening trust between Armenia and Azerbaijan. Stability at our borders continues to be maintained. These steps together demonstrate that the peace we have long sought has today become a tangible reality.
We deeply value the European Union Mission in Armenia. The presence of the Mission has strengthened Armenia–EU relations and brought the European Union closer to the Armenian people. Through its professionalism, dedication, and unwavering commitment, the Mission has earned exceptional trust and support from society. This is a rare achievement, reflecting the real impact of its work.
The Mission also reflects the deepening strategic partnership between Armenia and the European Union. It is part of a broader commitment to strengthening stability, resilience, and democratic values.
Dear members of the Mission, Allow me to express my profound gratitude for your dedication, professionalism, and integrity. Your work has been unique and deeply significant. You have played a crucial role in building and consolidating peace—a contribution that will serve generations to come.
Mr. Ritter, I have had the honor of knowing you personally and witnessing your leadership and commitment up close. Your wisdom and patience have inspired not only your colleagues but also all those fortunate to collaborate with you.
In conclusion, allow me to remind you that the achievements we celebrate today are not mere milestones—they demonstrate what is possible when states, organizations, and individuals unite around a common vision. May the spirit of partnership, dedication, and hope continue to guide us in shaping a safer, more stable, and prosperous future for our region.
Thank you.”
