“I have said that I will publish the negotiation package by the end of the year. There is a reason for that. If you think about it a little, you’ll understand why — why now, and why I specifically said by the end of the year,” Prime Minister Nikol Pashinyan stated during a parliamentary briefing, referring to his earlier announcement that the negotiation documents would be made public before the year’s end.
When asked whether the goal was to release them ahead of the elections, Pashinyan replied: “No, it’s not related to the elections. All right, I’ll explain. You see, I have previously said that we are not the only party that owns this package. It is expected that by the end of the year, the OSCE Minsk Group will be de jure dissolved, and thus the moral and political restriction will no longer apply. In other words, that entity will cease to exist, and we will be free to publish those documents.”
