At the UNGA80 Second Committee debate on items 15 and 20, the delegation of Armenia emphasized that the widening digital divide—driven by unequal access to technology, infrastructure and skills—continues to constrain the potential of developing countries. Harnessing STI to bridge these divides, including through coherent national policies, capacity-building and enhanced global partnerships, is critical for building resilient economies and ensuring that globalization delivers shared and sustainable benefits.
Armenia underscored the growing need for a Strategic Plan of Action for Middle-Income Countries (SPOA), as indicated in SG’s report, that can serve as a dedicated framework to capture the diversity and complexity of challenges faced by MICs, while providing practical tools on policy coordination, financing and partnerships—helping MICs translate their potential into tangible progress.
