Statement by Foreign Minister of Armenia at 134rd Session of Committee of Ministers of Council of Europe

Dear Minister Bettel,
 
I would like to express my sincere appreciation to you and the Presidency of Luxembourg for the committed leadership during these uneasy times.
 
Dear colleagues,
 
Today we are facing critical challenges. The erosion of multilateralism and weakening of the human rights system, the alarming trend of democratic backsliding and the growing public disillusionment with democratic institutions, as well as hybrid threats represent some of those challenges. In this context, the restoration of trust in democratic governance, the reinforcement of its foundational principles and its meaningful adaptation are essential for the protection and advancement of our shared values.
 
I would like to highlight the valuable work carried out by the Secretary General and his team towards drafting and launching the New Democratic Pact for Europe.
 
Armenia reaffirms its strong support for this initiative and stands ready to contribute actively to its objectives to make democracy more resilient, inclusive and future-ready. In this very context, I am glad to note that my country has been advancing in strengthening pillars of democracy and improving positions in various indices, most recently in media freedom with leading scores in the region.
 
In the context of democratic accountability and upholding the rule of law, we do pay particular attention to the crucial role of the European Court of Human Rights and efficient execution of the Court’s judgements as well as its provisional measures while addressing humanitarian issues. Through tangible progress in executing the final judgements of the Court, Armenia remains committed to the steady implementation of the respective rulings.
 
My country is also actively engaged in efforts towards dealing efficiently with the environmental challenges and will redouble its efforts as the incoming president of COP 17 on Biodiversity.
 
Dear colleagues,
 
In the current environment of geopolitical tension and uncertainty, Armenia remains firmly dedicated to advancing sustainable peace and prosperity in the South Caucasus. As you are aware, Armenia and Azerbaijan announced that the draft Peace Treaty has been agreed upon and finalized. It is noteworthy that one of the provisions of today’s Ministerial decisions once again acknowledges this milestone and calls for the rapid signature and ratification of the Agreement. I reiterate Armenia’s readiness to take this path without delay.

Once again, I congratulate Luxembourg on its excellent presidency and extend best wishes to our Maltese colleagues. I reiterate our strong support and readiness for further cooperation in the pursuit of our shared goals.
