“I want us to once and for all record the issue related to the occupied territories. We have stated this and we already have a document of the highest legal force in both countries on the matter.”
Prime Minister Nikol Pashinyan said this in an interview with Public Television, elaborating:
“In the delimitation process, those issues will be resolved, because, once again, this is a very clear record, and we made it a long time ago. There will be no collapse of peace over that issue; we will consistently move forward along the path of delimitation and, on the basis of the 1991 Alma-Ata Declaration, will accurately record the sovereign territories of Azerbaijan and Armenia.
In terms of delimitation and the implementation of TRIPP regarding transport routes, there is an additional nuance, because the border is long and delimitation through a normal process will take quite a long time. Incidentally, I should say that the delimitation commissions also work remotely, because they are developing various documents and draft protocols — that is, daily work is underway. In fact, delimitation is a very, very detailed and complex process, and it continues and will continue.
Regarding transport routes and communications, we have an understanding that in this case we must organize the delimitation process somewhat differently. In those sections where a railway, pipeline, or power transmission line is to pass, in that section, let us assume it requires a 500-meter-wide area, we must first carry out delimitation and demarcation of at least one and a half kilometers, so that neither side has any doubt, to clarify the border with millimeter precision, and only then implement the issues related to the transport routes.”
