The peculiarity of the comprehensive security and defense system and the main shaping factor was the security system formed around us. Secretary of the Security Council of Armenia, Armen Grigoryan, stated this in his address at the Comprehensive Security and Resilience International Conference – 2025 that kicked off Monday in Armenia’s capital, Yerevan.
“As the Prime Minister noted, we were seeing that the security system on which we had placed great hope, at least until the end of the 2020 war and in the period following it, did not show viability, and we needed an alternative ideology, or a need to embark on a path of thinking or searching for a new security architecture so that we could start thinking.
It was more the result of public discussion. We have seen that there is an intensive discussion in society around the idea or strategy of comprehensive security, and we have responded to the public demand.
As for the new security strategy, an interesting circumstance has occurred. When we reached August to start finalizing the text, August 8 happened. And we can say that August 8 has comprehensively changed our security environment,” Grigoryan stated.
According to him, during his recent visits, he also discussed with his colleagues what their approaches to having documented strategies are.
“Countries are different, their experience is different, but there is one common thread among all of them: the environment is changing so rapidly that it is becoming difficult to have a strategy," Grigoryan added, in particular.
