Armenia's Prime Minister Nikol Pashinyan said on Friday that peace is the only true guarantee of security and that maintaining it requires constant institutional reinforcement.
Speaking at the “Comprehensive Security and Resilience” international conference in Yerevan, Pashinyan questioned the very concept of a security guarantee.
“Is there such a thing as a security guarantee? In my view, there is, and that guarantee is peace. There is no other security guarantee apart from peace,” he said.
He noted that Armenia currently enjoys peace but warned that it must be actively maintained.
“Peace requires daily care and constant institutionalization,” Pashinyan said. “Even peace that has lasted 50 years still needs institutionalization, because if you don’t work on it, peace becomes de-institutionalized, it erodes.”
Referring to a statement he made earlier in the spring, Pashinyan reaffirmed his stance:
“I previously said that there will be no war between Armenia and Azerbaijan, only peace. And now I note: there is peace between Armenia and Azerbaijan.”
