There is an issue of enclaves, but it must be addressed within the framework of the delimitation process. There can be no issue of exchange at this stage, because the enclaves must first be delimited, and it is not known when they will be delimited, because the delimitation process must continue. Sargis Khandanyan, a deputy from the Civil Contract faction, said this during a parliamentary briefing.
“The delimitation process must continue, and at some stage of the delimitation process, I don’t know whether in the middle, at the end, or how, the issue of enclaves must be addressed. After the approval of all the protocols of the delimitation process between Armenia and Azerbaijan, an agreement on the state border must be signed, that agreement must be ratified. Delimitation work must take place, and then Armenia and Azerbaijan will decide how to address the issue of enclaves.
"If suddenly, in some scenario, it is decided that Armenia and Azerbaijan should exchange territories, this issue, according to the legislation of the Republic of Armenia, cannot take place without a referendum, for this a referendum must be held," he said.
Khandanyan also reminded that the last meeting of the delimitation commissions took place in September, which concerned the agreements reached within the framework of TRIPP.
