There is one important thing regarding the lifting of the blockade, which I think is now clear to all involved partners, that the entire control of the border services will be under the control of the Armenian side. “The unblocking in Armenia’s context means that all border services are carried out by Armenia’s services. Armenia's position on this matter is very clear, I think they have taken it into account, and we hope that other partners will also move forward with this principle,” Armen Grigoryan noted.
The Secretary of the Security Council emphasized that Armenia's approaches to the word “corridor” have not undergone any changes after 2020, and there are three main principles in the issue of de-blockade, which Armenia follows - it is sovereignty, jurisdiction and reciprocity.
“The blockade can take place within the framework of these principles,” said Armen Grigoryan.
According to him, pressure has been exerted on Armenia for a long time in various ways to find solutions outside of these principles. “Currently, it has become more determined that Armenia will not take that step. Maybe there was hope before. I can say that one of the reasons for the September war is precisely that, because there is an attempt to put pressure on Armenia also by military means, so that Armenia changes its positions, but Armenia is firm in these matters.
Referring to the statement of the Deputy Prime Minister of the Russian Federation Alexey Overchuk that the parties are close to the restoration of railway communication, Armen Grigoryan said the following. “The primary issue is not the construction of the railway, but the issue of reaching a political agreement. Political agreements should also be within the framework of the three principles mentioned.
Speaking about the Lachin Corridor, he noted that its complete closure is of great concern. “We see that the statement of November 9 is not kept in any way within the Lachin Corridor, and that is also the reason why we want to invite an international presence to the Lachin Corridor and Nagorno-Karabakh, so that the threat of ethnic cleansing that exists at the moment is neutralized. We believe that the presence of the international community can neutralize this danger,” said the Secretary of the Security Council.
